The Senior HR Associate (Position Management) operates within IOM, under the supervision of the Senior Human Resources Officer (Organizational Design, Management and Classification) and the National Human Resources Officer (Organizational Structure and Position Management). This role is crucial for supporting and processing position management activities, maintaining accurate position-related records, and administering organizational structures in line with established HR policies and standards.
Job Purpose
The Senior HR Associate (Position Management) is responsible for supporting and processing all position management activities, ensuring strict adherence to established HR policies, procedures, and organizational standards. This role is pivotal in maintaining accurate and up-to-date position-related records within relevant systems and repositories. The incumbent will actively contribute to the efficient administration of organizational structures and position data by executing various position management actions, including the creation, update, and abolition of positions. A key aspect of the role involves maintaining comprehensive Position Description (PD) documentation and diligently monitoring data accuracy. By ensuring the integrity and consistency of position data and organizational structures, the role directly supports effective workforce planning, compliance, and the overall operational efficiency of the organization's human resources functions.
Responsibilities
The Senior HR Associate will manage end-to-end position management actions, including creation, updates, and abolitions, ensuring accuracy and compliance with organizational standards. This involves reviewing and updating the organizational structure within the HR system, modifying departments, and adjusting reporting lines to maintain alignment with approved structures. The role also entails reviewing and updating Position Descriptions (PDs) to align with new templates and job architecture, and administering the PD repository for completeness and accessibility.
Key duties include processing documentation for transfers, supporting position management-related projects like restructurings and system enhancements, and maintaining related workflows. The incumbent will conduct data validation, resolve inconsistencies, and proactively liaise with Budget counterparts to ensure data consistency. Furthermore, the role provides procedural guidance on complex cases such as reclassifications and organizational reviews, responds to queries on position management and PDs, and contributes to the analysis of position reports. Identifying process inefficiencies and suggesting improvements to workflows and system functionalities, along with drafting and maintaining Standard Operating Procedures (SOPs), are also critical responsibilities to enhance HR operations and ensure compliance.
Work Experience
Candidates must have experience in HR, specifically in position management, organizational structure maintenance, or workforce administration within a large intergovernmental or international organization. This includes coordinating end-to-end HR transactional workflows across multiple units, ensuring policy compliance and data integrity. Demonstrated experience providing technical support on sensitive HR cases like reclassifications or restructurings, and participating in HR-related projects (e.g., system enhancements, data quality initiatives) is essential. Experience maintaining SOPs, internal control mechanisms, or knowledge management tools is also required.
