The International Organization for Migration (IOM) seeks a National Human Resources Officer to support the Position Management function under the Senior Human Resources Officer. Job Purpose
The National Human Resources Officer (Organizational Structure and Position Management) will provide essential support and close coordination for the Position Management function, reporting directly to the Senior Human Resources Officer. The primary purpose of this role is to enhance the global end-to-end position management process, ensuring it operates with maximum efficiency, adheres strictly to organizational standards, and remains aligned with strategic workforce planning and budgetary constraints. Furthermore, the incumbent will actively contribute to ongoing initiatives aimed at centralizing these critical functions within the Manila Global Shared Services Centre (GSSC). This involves supporting projects focused on optimizing organizational design, driving process improvements through automation, and implementing innovative solutions to enhance overall operational effectiveness within the organization's systems.
Responsibilities
Key responsibilities include supervising and coordinating the Position Management team, providing technical guidance, and ensuring adherence to policies and procedures. The role involves administering the full lifecycle of positions, from creation to abolition, and maintaining data accuracy in HR systems. A significant aspect is contributing to process improvement and automation initiatives, including identifying opportunities for AI integration and collaborating with IT and Business Transformation units. The officer will also support the development and monitoring of Service Level Agreements (SLAs) and Key Performance Indicators (KPIs), preparing performance reports and dashboards. Additionally, the role supports the global centralization of position management functions in Manila-GSSC, including transition planning and change management. Monitoring and quality assurance of position management transactions, ensuring compliance with staffing structures and budget, and validating HR system configurations are critical. Cross-functional coordination with ICT, Finance, Budget, and HR Business Partners is essential, along with providing guidance and training to stakeholders. Collaboration with Classification and Organizational Development teams to ensure structural integrity and system updates is also required.
Work Experience
Required experience includes human resources management, workforce planning, or position management, along with HR operations and organizational management. Proficiency with Oracle/Wave HR systems is essential. Experience in process reengineering, automation, or digital transformation initiatives is advantageous. Experience with HR systems and data management tools, and demonstrated ability to coordinate cross-functional stakeholders are also necessary.
Skills
Strong analytical and organizational skills are required. Experience in developing and monitoring KPIs, dashboards, and performance frameworks is necessary. Knowledge of HR policies, position classification principles, and organizational structures is important. The ability to supervise and coordinate staff, contribute to change initiatives, and strong communication and stakeholder management skills are also essential.
