Job Purpose
The Monitoring and Evaluation Officer is responsible for supporting all aspects of project, programme, and strategy Monitoring and Evaluation (M&E). This includes developing and implementing the M&E system to enhance activities, conduct data collection and analysis, and produce reports. The role aims to facilitate learning and recommend continuous improvements within IOM's operations in Algeria. The officer works in close coordination with the Regional Monitoring and Evaluation and Risk Management Officer and relevant Headquarters units, ensuring alignment with IOM's mandate and operational goals. The position contributes to the effective management and reporting of IOM's migration-related initiatives.
Responsibilities
The Monitoring and Evaluation Officer will maintain and adjust the M&E framework, prepare regular project reviews and evaluations, and supervise M&E support activities. Responsibilities include ensuring proper use of IOM's PRIMA system, assessing and monitoring project risks, and collaborating with partners on quantitative and qualitative monitoring. The role involves drafting monitoring reports, coordinating the sharing of M&E findings, and designing performance report formats. The officer will also participate in selecting and monitoring implementing partners, provide M&E capacity-building to staff and partners, review data quality, and participate in field travel for M&E support. Additionally, the role involves contributing to project development, ensuring M&E budget inclusion, and staying updated on IOM's M&E functions.
Work Experience
Required experience includes project/strategy conceptualization, development, monitoring, reporting, and evaluation. Experience in capacity-building, liaising with authorities and institutions, and familiarity with financial administration are necessary. A strong understanding of migration issues, experience in organizing stakeholder events, and knowledge of M&E concepts, approaches, and techniques (qualitative, quantitative, participatory) are essential. Familiarity with UN cooperation frameworks and donor requirements is also needed.
