Organizational Context
IOM has operated in the Central African Republic (CAR) since 2006, addressing complex migration, humanitarian, and development challenges. It collaborates with the Government of CAR, UN agencies, and partners, expanding its multi-sectoral response. The Project Support Unit (PSU) Coordinator, reporting to the Chief of Mission, manages support for project development, reporting, monitoring, evaluation, and resource mobilization across all IOM CAR programs.
Job Purpose
The Project Support Unit (PSU) Coordinator's core purpose is to strategically manage and enhance the operational, administrative, and financial support for all IOM programs in the Central African Republic. This pivotal role involves leading efforts in project development, ensuring high-quality reporting, establishing robust monitoring and evaluation frameworks, and driving resource mobilization for the Country Office. The Coordinator provides critical strategic recommendations, aligns operational approaches with country strategies and donor priorities, and supports the Chief of Mission in securing funding. By fostering strong partnerships and guiding program managers, the role ensures the effective and timely delivery of IOM's multi-sectoral humanitarian, development, and migration governance responses. This position is instrumental in strengthening program quality, accountability, and the overall impact of IOM's interventions in CAR.
Responsibilities
The PSU Coordinator is responsible for coordinating and administering the operational, administrative, and financial aspects of the Program Support Unit, encompassing oversight of project development, reporting, and Monitoring and Evaluation (M&E). A key duty involves supporting the Chief of Mission in resource mobilization efforts for the Country Office, which includes establishing donor contacts, organizing meetings, contributing to funding submissions, and advising on donor policies and priorities. The Coordinator ensures strategic input for mission development and implementation of country strategies, providing recommendations aligned with IOM’s global and regional strategies.
The role involves establishing and maintaining strong partnerships with government ministries, UN agencies, and other stakeholders to foster IOM’s strategic goals. The Coordinator supports Program Managers with reporting activities, reviewing narrative project reports, and producing internal and external reports such as situation updates or annual reports. They also maintain accurate records and ensure correct management of proposals and reports in IOM’s corporate system, PRIMA.
Furthermore, the Coordinator establishes and manages a common program M&E framework, guiding activities to identify implementation challenges and formulate solutions, ensuring timely delivery of activities. They also oversee the development of project-specific Communication and Visibility Plans, act as the mission's focal point for cross-thematic regional projects, and represent IOM at country-level meetings. Finally, the Coordinator guides, coaches, and trains mission staff on project development, reporting, and M&E, including the use of relevant tools.
Work Experience
Required experience includes a successful track record in program coordination, covering administrative, budgetary, and monitoring and evaluation aspects. Extensive experience in program/project development and reporting is essential, along with experience in liaising with governmental authorities, national/international institutions, and NGOs. Proficiency in IOM systems, rules, regulations, and using PRIMA is a distinct advantage, as is experience in disaster risk management or climate change adaptation in the Pacific region.
Skills
Key skills include excellent writing, conceptualization, and reporting abilities, coupled with in-depth knowledge of migration-related subjects in the region. Familiarity with the IOM project management cycle, demonstrated financial management skills, and the ability to supervise and manage staff are crucial. Knowledge of UN and bilateral donors’ programming, proven high-level representation and coordination skills, and the capacity to work effectively under pressure with competing priorities are also required. Strong attention to detail, excellent organizational skills, and a willingness to travel to remote field locations are essential.
