Job Purpose
The National Programme Officer (CCCM) supports IOM's CCCM field operations in various displacement settings, including site-like settings, hosting communities, informal sites, and areas of return. The role focuses on supporting implementing partners and field deployments, providing guidance to CCCM field staff on essential tasks such as site coordination, feedback mechanisms, and site maintenance. This position is crucial for ensuring the effective implementation of CCCM activities, contributing to the well-being and protection of displaced populations by facilitating essential services and community engagement within displacement sites and host communities. The officer will work closely with the CCCM Cluster Coordinator and the Head of Pemba Sub Office.
Responsibilities
The National Programme Officer (CCCM) is responsible for supporting CCCM field teams in monitoring service delivery, ensuring operational readiness, and escalating issues. This includes supervising field teams, participating in coordination meetings, and supporting the induction and capacity-building of new staff and partners. The role provides technical support for CCCM activities like community engagement, disaster risk reduction, and site management, and liaises with government counterparts and humanitarian partners. Key duties involve preparing programme updates and reports, contributing to the development of CCCM tools and SOPs, and supporting training initiatives. Additionally, the officer will promote compliance with humanitarian principles, AAP, PSEA, and IOM's Code of Conduct, and assist with administrative and operational support, including field missions and record management.
Work Experience
Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups is essential. Prior work experience with international humanitarian organizations or in a multi-cultural setting is considered an advantage.
Skills
Key skills include the ability to establish priorities and work independently with minimal supervision. Proven ability to interact effectively with government officials and institutions is essential. Strong drafting and communication skills in English and Portuguese are required. Good computer literacy is necessary. Knowledge of social protection systems and victim assistance mechanisms is advantageous. The candidate must be able to work under pressure, undertake frequent project-related travel, and work during weekends and overtime.
