Organizational Context
The International Organization for Migration (IOM) is a UN-related agency promoting humane and orderly migration. This role contributes to a project strengthening digital resilience and inclusion for youth and migrants in Morocco. The Tanger-Tétouan-Al Hoceima region is a priority due to its strategic role as a migration and economic hub, high digital connectivity, and the vulnerability of its young and migrant populations to online risks.
Job Purpose
The Senior Consultant will lead the critical appropriation of a UNESCO report on digital risks and translate its findings into strategic and operational recommendations. This involves designing, organizing, and facilitating three sector-specific consultations in Tangier. The goal is to validate technical findings, gather stakeholder perspectives, prioritize concrete actions tailored to the local context, and consolidate strategic recommendations and an operational roadmap for digital resilience, inclusion, and risk prevention for youth and migrants.
Responsibilities
The consultant will manage the technical and organizational aspects of sector-specific consultations. This includes developing the methodology, facilitation tools, and presentation materials; identifying and mobilizing relevant participants from public institutions, NGOs, community groups, youth, and migrants; and facilitating three focus group sessions on governance, operational response, and collective resilience. The approach will be participatory and inclusive, focusing on actionable recommendations. Key deliverables include a methodological toolkit, facilitation of the consultations, a consultation report synthesizing discussions and findings, and a final document outlining strategic recommendations and an operational roadmap for digital resilience.
Work Experience
Proven experience in strategic facilitation and multi-stakeholder dialogue is required. Expertise in digital resilience, migration, youth issues, or governance is necessary. Demonstrated experience in facilitating focus groups and participatory consultations, along with strong analytical and writing skills, is essential. Familiarity with the Moroccan context and UN agencies is considered an asset.
