Programme Associate (human Rights)
Organizational Context
IOM, a UN-related organization established in 1951, promotes humane and orderly migration. In Lebanon, IOM supports the government in managing cross-border movements through its Immigration and Border Governance (IBG) Programme. This programme enhances border governance capacities via infrastructure, equipment, capacity building, and policy support, focusing on areas like migrant regularization and humanitarian border management.
Job Purpose
The Programme Associate (Human Rights) supports IOM Lebanon's Immigration and Border Governance (IBG) Programme, specifically focusing on human rights aspects within border management. The role involves assisting in the implementation of activities related to Human Rights, Humanitarian Law, and Refugee Law, including adherence to the UN Human Rights Due Diligence Policy (HRDDP). The incumbent will provide crucial support to IBG projects, contributing to the protection of human rights in immigration and border governance contexts in Lebanon, working under the supervision of the IBG Programme Manager and Migration Policy Officer.
Responsibilities
Assist in the implementation, monitoring, and reporting of project activities related to Human Rights and the HRDDP within the IBG programme. Collect and compile information on Human Rights project activities, contributing to progress and challenge reports. Support Human Rights monitoring activities and retrieve, analyze, and present data on Human Rights in IBG matters. Draft briefing notes, status reports, and presentations. Coordinate Human Rights activities with local authorities, partners, UN agencies, and NGOs, including supporting dialogue platforms. Organize consultations on Human Rights in border management and assist in preparing capacity development materials. Support the implementation and coordination of HRDDP activities, liaising with organizational stakeholders. Perform other related duties as assigned.
Work Experience
Experience in Human Rights, including monitoring and capacity development. Experience coordinating with governmental authorities, national/international institutions, UN agencies, and NGOs. Knowledge of the Lebanese migration context, border management, and migrant protection mechanisms is beneficial. Prior experience in a multicultural setting with international humanitarian organizations is an advantage.
Skills
Knowledge of international/regional Human Rights legal frameworks, mechanisms, and UN Human Rights methodologies (including HRDDP). Understanding of Human Rights monitoring principles and reporting. Ability to compile, analyze, and present Human Rights information. Good research skills in Human Rights law. Coordination skills with field partners and local authorities. Excellent written and verbal communication in English and Arabic. Proficiency in Microsoft Office.
