Job Purpose
This consultancy supports a project in Armenia focused on bolstering national authorities' capabilities in tackling cross-border organized crime and improving independent border management. The role will contribute to aligning border guard training and standards with international best practices, enhancing autonomous border management through secondary inspections, and improving the detection of irregular travelers, including terrorists and serious criminals, by implementing Advance Passenger Information (API) and Passenger Name Record (PNR) data systems. The consultant will work closely with the National Security Service and Border Guard Troops, building on recent achievements and advancing border security measures.
Responsibilities
The consultant will conduct a comprehensive legal and institutional review related to border management, customs, and trade facilitation in Armenia. This includes mapping key institutions, identifying their mandates, roles, and coordination mechanisms, and assessing strengths and weaknesses. The consultant will also map ongoing and planned reforms, identifying overlaps, synergies, and gaps. A critical task is identifying legal, institutional, and operational constraints affecting implementation, such as legislative gaps or fragmented mandates. Support will be provided to field assessments and expert missions, including documented inputs and clarification notes. Finally, the consultant will validate and ensure the quality of draft outputs from international experts, verifying consistency with the Armenian framework and national priorities.
Work Experience
A minimum of five years of professional experience in analytical, legal, or policy consultancies is required. Proven experience in reviewing legal frameworks, particularly in border management, customs, or trade facilitation, is essential. Experience in institutional analysis, working with government bodies, and preparing analytical reports or policy recommendations is necessary. Familiarity with EU standards or Integrated Border Management (IBM) is a strong asset.
