The International Organization for Migration (IOM) seeks a Consultant to support the development of a Compendium of Best Practices on Disaster Management, commemorating 20 years of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER). This home-based consultancy, reporting to the National Project Officer, will contribute to strengthening regional disaster management cooperation within the highly disaster-prone ASEAN region.
Job Purpose
The purpose of this consultancy is to provide technical expertise in research, consultation, drafting, synthesis, and editorial support for the development of the Compendium of Best Practices on Disaster Management. This strategic knowledge product will document ASEAN's progress, best practices, and lessons learned in disaster management over the past two decades, under the framework of AADMER. The Compendium aims to consolidate regional and national experiences, identify emerging opportunities, and formulate actionable recommendations to enhance future disaster management efforts, institutional resilience, and regional coordination across ASEAN Member States. The consultant's work will be integral to IOM's support for the AADMER Work Programme 2026-2030, ensuring a comprehensive and high-quality output.
Responsibilities
The consultant will support IOM in developing the Compendium's structure, outline, and methodology. This includes conducting a comprehensive desk review of ASEAN disaster management initiatives, AADMER implementation reports, and related documents. The role involves supporting key informant interviews and consultations with various ASEAN stakeholders, including the Committee on Disaster Management (ACDM), ASEAN Secretariat, AHA Centre, external partners, and civil society. The consultant will analyze and synthesize collected information to identify achievements, best practices, lessons learned, and challenges. Finally, the consultant will prepare the draft Compendium, incorporating feedback from IOM and ASEAN stakeholders, and finalize the publication with actionable recommendations for future disaster management efforts.
Work Experience
Required experience includes a strong understanding of ASEAN disaster management cooperation, AADMER, and related regional initiatives. Proven experience in developing knowledge products like compendiums or policy reports for international organizations or UN agencies, particularly in disaster management or humanitarian affairs, is essential. A strong track record in analytical research and publications, excellent organizational and communication skills, and the ability to synthesize complex information are also necessary.
