Job Purpose
This consultancy focuses on developing a standardized induction training manual for IOM cultural mediators across the Europe and Central Asia (ECA) region, followed by a pilot training in Ireland. The goal is to create a comprehensive, practical, and modular training package that outlines essential knowledge, skills, and ethical principles for cultural mediators. This includes specific attention to migration management, border procedures, reception settings, and EU Pact on Migration and Asylum procedures. The project aims to address the current fragmentation of cultural mediation training by establishing a regional baseline, ensuring quality assurance, consistency in service delivery, and professionalizing the role of cultural mediators.
Responsibilities
The consultant will map existing training resources and IOM guidance, conduct consultations with stakeholders to identify needs and gaps, and produce a summary report with recommendations for the training manual's scope and structure. Key tasks include developing a draft baseline induction training manual with practical materials (facilitator guide, slides, case studies) and Ireland-specific modules. The consultant will then deliver a pilot training in Ireland to test the draft manual and modules. Finally, the consultant will revise and finalize the induction training manual and associated materials based on feedback, ensuring a comprehensive and implementation-ready package.
Work Experience
A minimum of five years of professional experience in thematic consultancy is required. This includes experience in migration-related programming, cultural mediation, intercultural communication, and a demonstrated track record in developing training or capacity-building materials.
Skills
Fluency in English (oral and written) is required. Demonstrated understanding of cultural mediation in migration contexts, including roles, ethics, and operational environments. Ability to apply international standards and organizational frameworks. Effective collaboration and communication skills. Creativity and innovation in training design.
