This role supports migration health programming in Mindanao, specifically BARMM and Region IX.
Job Purpose
This role supports the implementation of migration health programming in Mindanao, focusing on the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and Region IX. The Senior Project Associate will work under the supervision of the Head of Sub-Office, National Project Officer (Engineering), and National Migration Health Officer. The primary objective is to ensure sustainable, safe, functional, and equipped health infrastructures and facilities that meet national and international standards. This involves close collaboration with the Department of Health and the Ministry of Health (MOH) – BARMM, including its provinces and cities, to achieve these goals in accordance with IOM's policies and standards.
Responsibilities
Support the implementation of project activities for health infrastructure and OpCen facility rehabilitation, medical equipment installation, and health ICT integration, adhering to program objectives and technical guidance. Assist in providing orientation and mentoring on the use and maintenance of enhanced facility functions and equipment. Prepare and review field-level workplans and activities based on assessments and stakeholder consultations. Collect and compile data, and assist in preparing technical plans and bills of quantities. Collaborate with the Supply Chain Unit for efficient material delivery. Identify and report implementation challenges. Monitor compliance of construction and rehabilitation works with relevant regulations and IOM standards. Conduct field monitoring of facility functionality and equipment utilization. Assist in preparing progress and accomplishment reports, including photo documentation. Support the integration of IOM standards such as AAP, PSEA, Do-no-Harm, and conflict sensitivity. Undertake duty travel as required.
Work Experience
Experience supporting the implementation of infrastructure, health facilities, or related programs is required. Experience in public health settings and liaising with government counterparts (LGUs, national agencies, BARMM Ministries) on shelter, settlement, and durable solutions is beneficial. Technical proficiency in CAD software (SolidWorks, AutoCAD), PERT/CPM, and project management platforms (Primavera, MS Project) is highly desirable. Familiarity with PhilHealth accreditation and health facility standards is an advantage.
Skills
Good data management and basic data analysis skills. Strong communication, reporting, and computer skills, including Microsoft Office proficiency. Technical understanding of medical and ICT equipment for primary healthcare, emergency response, and surveillance. Ability to interpret technical drawings, specifications, and equipment manuals. High familiarity with the BARMM context and related programs is highly desirable.
