Senior Programme Associate - WASH

Organizational Context

The International Organization for Migration (IOM) in Cox's Bazar, Bangladesh, seeks a Senior Programme Associate for its Water, Sanitation, and Hygiene (WASH) unit. This role operates within the context of humanitarian response in refugee camps. The position is based in Cox's Bazar with extensive field movement across seven IOM Ukhiya camps.

Job Purpose

The Senior Programme Associate - WASH will be responsible for coordinating the operation and maintenance of WASH facilities managed by Implementing Partners (IPs) and monitoring the construction of water and sanitation infrastructure. This role involves providing technical and administrative guidance and support to Project Assistants and IPs working within the refugee camps. The purpose is to ensure the effective and compliant delivery of WASH services, contributing to the health and well-being of the affected population. The role requires close collaboration with the WASH Programme Manager and National Programme Officer, and extensive field engagement.

Responsibilities

Coordinate the implementation of WASH activities in refugee camps, working with the WASH Project Manager on detailed plans and SOPs. Oversee the day-to-day operations and maintenance of WASH facilities, monitoring construction progress and the quality of services provided by IPs. Conduct regular field visits to project sites, verify work quality, and provide feedback to service providers. Identify suitable sites for WASH infrastructure, manage approval processes, and ensure compliance with environmental and social codes. Promote community participation in program implementation and maintenance. Liaise with relevant sector stakeholders, local authorities, and community representatives. Document project progress, maintain financial and technical records, and prepare timely reports. Support procurement processes for materials and manage stock levels. Assist in processing payments and resolving operational issues. Perform other duties as assigned by the Programme Manager.

Work Experience

Requires previous experience managing large-scale WASH interventions and community-based projects, including working with local communities and national entities. Experience in project management with international humanitarian organizations or NGOs in a multicultural refugee setting is advantageous. Expertise in environmental and social aspects, and occupational health and safety related to WASH programs is beneficial. Demonstrated ability to work under pressure, strong coordination, monitoring, analytical, and reporting skills are essential.

Skills

Technical WASH skills (needs assessment, design, BOQ, AutoCAD), KoBo-based monitoring systems, IEC material development, Complaint and Feedback Mechanism familiarity, training facilitation. Core competencies include Accountability, Client Orientation, Communication, Creativity, Initiative, Leadership, Negotiation, Planning, Organizing, Professionalism, and Teamwork. Fluent English and Bengali are required.
