Job Purpose
This National Program Officer (Disability Inclusion) role is crucial for supporting IOM's mandate in Ethiopia by ensuring disability inclusion is integrated across all migration-related activities. The position contributes to the development and implementation of inclusive programs, working closely with internal teams and external stakeholders, including Persons with Disabilities and their organizations. The officer will monitor progress, identify challenges, and propose solutions to enhance accessibility and inclusion. By facilitating capacity-building and contributing to project proposals and reporting, the role directly supports IOM's commitment to protecting and assisting all individuals on the move, particularly vulnerable groups, in line with IOM's mission and values.
Responsibilities
The National Program Officer (Disability Inclusion) will assist in coordinating and monitoring disability inclusion (DI) activities, ensuring alignment with IOM procedures and project goals. This includes providing support to program and support units on DI aspects of project activities and workplans, and keeping the supervisor informed of progress, challenges, and potential improvements. The role involves participating in the development and adjustment of tools to enhance accessibility and inclusion, and organizing/delivering capacity-building sessions on DI for staff and partners. Key duties also include liaising with stakeholders, such as Organizations of Persons with Disabilities (OPDs), supporting consultation processes, and contributing to the review of relevant materials to identify DI needs. The officer will collect, compile, and analyze data for disability-inclusive monitoring and reporting, and coordinate with partners, government counterparts, and UN agencies. Contributions to project proposals, reports, and communication materials are expected, along with undertaking duty travel to field locations as required.
Work Experience
Experience and expertise in disability inclusion are essential. This includes knowledge of research, needs assessment, and facilitation of group consultations, including online using accessible technology. Experience in protection programming, working with vulnerable individuals in emergency or post-conflict settings, and building effective relationships with UN, government, and non-government partners is also required. Experience in project management, results-based management, and MEAL is an asset, as is working in conflict/post-conflict areas.
Skills
Proficiency in Microsoft Office Suite (Word, Excel, SharePoint, PowerPoint). Strong interpersonal, cross-cultural, and diplomatic skills. Ability to lead and collaborate within diverse teams. Sound knowledge of disability inclusion, protection, and protection mainstreaming concepts. Familiarity with the IASC cluster system and Task Team on Disability Inclusion. Capacity to foster commitment and build capacity through training and workshop facilitation. Ability to work under pressure and meet deadlines. Solid reporting and organizational skills. Ability to be flexible in a fast-paced environment. Sound knowledge of Protection standards.
