Job Purpose
The Senior Supply Chain Associate supports the implementation of supply chain activities in Sierra Leone, under the supervision of the Officer-In-Charge and Resource Management Officer. The role is crucial for ensuring the timely delivery of quality goods and services to beneficiaries at optimal prices, aligning with IOM's Supply Chain Management objectives. This position contributes to the overall mission of assisting vulnerable returned migrants with sustainable reintegration, emphasizing protection and MHPSS support through strengthened partnerships with the Government of Sierra Leone, civil society, and the private sector, all within the framework of EU-funded projects.
Responsibilities
Procurement and Logistics: Coordinate procurement activities, including purchase requests, bidding processes, and order follow-up. Assist with high-value purchases and develop procurement plans. Negotiate terms, resolve delivery issues, and provide guidance on procurement procedures. Identify and evaluate local and international suppliers based on quality, price, and reliability. Develop tools for tracking contracts and schedules. Manage property and asset management, warehousing, insurance, maintenance, and transportation. Plan and coordinate fleet activities, monitoring fuel and vehicle maintenance. Ensure continuous supply of office utilities and essential items. Coordinate supply chain operations with UN agencies, partners, and government authorities. Train and supervise junior supply chain staff. Participate in inter-agency meetings and forums related to supply chain management.
Work Experience
Requires experience in procurement and logistics, working with service providers and vendors, and managing asset processes. Experience with IOM/UN Procurement and Logistics Rules and Procedures, in an international organization, and in training/coordinating teams is advantageous.
Skills
High computer literacy. Ability to work with national and international institutions. Strong reporting, judgment, and negotiation skills. Capacity to supervise staff and coordinate administrative activities. Ability to establish realistic resource requirements.
