The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. The Department of Data, Insight and Policy (DDIP) spearheads IOM's efforts in migration data analytics, strategic research, foresight, and evidence-based policy and law. This role, reporting to the Director of DDIP, is crucial for advancing the department's objectives in resource mobilization and strategic partnerships.
Job Purpose
The Chief Strategy Officer (CSO) for the Department of Data, Insight and Policy (DDIP) plays a pivotal role in enhancing IOM's strategic capabilities in migration data, AI, and policy. The CSO is responsible for advancing DDIP's objectives by expanding resource mobilization, strengthening key partnerships, and improving strategic coordination. This involves leading system-wide flagship initiatives to deliver greater impact and synergy between data, AI, and policy. The role directly supports IOM's strategic objectives by ensuring that analytical and policy functions are integrated and aligned with operational needs, ultimately benefiting migrants and Member States through enhanced data analytical capacity and informed policy development.
Responsibilities
The Chief Strategy Officer will lead the strategic enhancement of coordination and support systems for DDIP's advisory functions to IOM operations. This includes designing and overseeing an integrated advisory support model to help IOM leverage DDIP's expertise. The role involves leading the development and implementation of continental initiatives for data consolidation and insight generation, and contributing to IOM's next-generation Migration Data Strategy and AI Strategy. Responsibilities also include leading the design and implementation of data platforms, coordinating the 'Data for Solutions' roadmap, and exploring new data initiatives. Furthermore, the CSO will lead DDIP's resource mobilization efforts, develop engagement strategies for new partners, and represent IOM in inter-agency and system-wide initiatives related to data and AI. Strategic engagement with private sector, academia, and government counterparts is also a key responsibility, alongside fostering a culture of respect and inclusivity within DDIP.
Work Experience
Extensive experience is required in coordinating global teams, working with senior management and stakeholders, and in data science/analytics to deliver actionable data. Experience in establishing and managing large-scale data operations, including in crisis contexts, is essential. The role also demands significant experience in mobilizing resources and funding for data activities, developing integrated data systems, and applying technological innovations to data and information systems.
Skills
In-depth knowledge of large-scale data collection and management operations. In-depth knowledge of leading inter-agency or multi-stakeholder coordination mechanisms is desirable. Knowledge of UN and bilateral donor programming is required. Familiarity with system infrastructure and technical development for data and information systems is also necessary.
