This consultancy contributes to the Climate Change and Migration Data (CCMD) Programme within the Regional Data Hub (RDH) and CAD units of the IOM Regional Office for the Middle East and North Africa (MENA) in Cairo. Job Purpose
This consultancy aims to generate comparative evidence on locally owned, climate-adapted livelihood systems across North Africa (Egypt, Libya, Tunisia, Algeria, Morocco, Sudan). The role will map key grassroots actors and analyze the interaction between community-driven livelihood adaptation strategies and human mobility dynamics. The findings will inform climate-mobility-sensitive policy and programming, addressing the fragmented evidence on local ownership in these systems. The consultancy will contribute to understanding how these local efforts interact with national adaptation, development, and migration governance frameworks, particularly within the context of increasing climate change impacts and related livelihood stressors influencing mobility patterns.
Responsibilities
The consultant will conduct a multi-country qualitative study under the supervision of the IOM MENA Regional Office. Key tasks include developing an inception package with a methodological framework, refined research questions, and data collection tools. The consultant will map national actors and produce evidence dossiers for each country, detailing climate stressors, adaptation strategies, and mobility links. A draft regional analytical report synthesizing cross-country findings on local ownership models, livelihood-mobility interactions, and policy integration gaps in NAPs, NDCs, and DRR frameworks will be produced. Finally, the consultant will deliver a final regional report, a policy brief for North African governments and stakeholders, and a presentation deck summarizing key insights and recommendations.
Work Experience
A minimum of 5-7 years of professional experience is required in applied research, policy analysis, or program-related analysis focusing on climate change, livelihoods, migration, or human mobility. Demonstrated experience with qualitative, multi-country, or regional studies is essential. Familiarity with climate adaptation frameworks, localization, and community-based programming is expected. Prior experience with IOM or UN agencies is a strong asset.
Skills
Strong analytical writing and synthesis skills. Proven ability to conduct complex, cross-sectoral thematic analysis. Experience with qualitative data collection and stakeholder engagement. Ability to work independently and meet tight deadlines.
