This role contributes to a program focused on enhancing the sustainability of public health responses to migration challenges in Tunisia, specifically in the Zarzis area.
Job Purpose
This part-time Consultant Type B - Migration Health Physician role is crucial for improving the public health system's capacity to address health challenges faced by migrants in Tunisia, with a focus on the Zarzis region. The physician will provide direct medical assistance to IOM beneficiaries, coordinate referrals and follow-ups with healthcare facilities, and support medical services in governmental health centers. The position also involves identifying and advocating for the special health needs of vulnerable migrant populations, contributing to quality assurance of health services, and monitoring protection concerns. Additionally, the role includes conducting health needs assessments, promoting health awareness, liaising with community leaders, managing medical supplies, and ensuring gender-sensitive service delivery. The physician will also assist with pre-departure medical checks and potentially medical escorts for voluntary returnees, representing IOM in health sector meetings as needed.
Responsibilities
Provide part-time medical assistance to migrants accessing IOM services. Coordinate medical referrals and closely follow up on patient treatment progress with hospitals and facilities. Offer support for migrant medical services in governmental health facilities when requested. Identify and advocate for special health needs, liaising with health partners to facilitate service provision. Contribute to strengthening and monitoring mechanisms for quality health services and identifying potential protection concerns for vulnerable groups. Conduct health needs assessments of the migrant population, ensuring services meet identified needs and maintaining monitoring systems, including emergency response. Highlight and ensure the presentation of psychosocial and protection needs to caseworkers. Monitor pre-departure medical checks for fitness to travel and coordinate related procedures, including medical escorts for voluntary returnees. Conduct health promotion activities for migrants and host communities, addressing common health issues and public health measures. Liaise with community leaders and outreach workers to understand migrant health concerns. Coordinate the storage, maintenance, and procurement of basic medical equipment and supplies. Regularly review services from a gender perspective and make recommendations for improvement. Assist the medical team in conducting field-level medical services. Prepare and submit individual case reports, monthly progress reports, and statistical reports. Represent IOM in health sector meetings as required.
Work Experience
Proven experience in community outreach and dialogue is required. Practical experience in monitoring and evaluation is also necessary. Full proficiency in Microsoft Office Suite (Word, Excel, Internet, PowerPoint, Email) is essential. Experience working in emergency situations and with emergency cases is required.
