Job Purpose
This consultancy aims to address the complex, interlinked challenges of climate change, environmental degradation, disaster risk, and human mobility in North Africa. While national strategies exist, their integration at the regional level is insufficient. IOM MENA seeks a consultant to consolidate and synthesize existing policies, legal frameworks, and evidence on climate change and human mobility. The goal is to strengthen regional policy coherence, identify shared governance patterns and entry points, and support programmatic outcomes, UN cooperation frameworks, and future program development within the region.
Responsibilities
The consultant will develop an inception note detailing scope, methodology, and validation plans, along with a standardized analytical framework and an annotated inventory of existing evidence. They will create a consolidated evidence matrix and governance mapping tables for each North African country, identifying cross-cutting patterns and integration gaps. A draft regional synthesis report will be produced, analyzing climate-mobility evidence, governance frameworks, and policy implications, including actionable recommendations. Finally, the consultant will deliver a final regional synthesis report, a policy brief for policymakers, and a presentation deck for validation and dissemination meetings.
Work Experience
A minimum of 8-10 years of relevant professional experience in policy analysis, governance mapping, or applied research concerning migration, climate change, disaster risk management, or development is necessary. Demonstrated experience in producing regional or multi-country analytical reports is essential. Familiarity with UN policy processes, including UNSDCF and CCA frameworks, is required.
Skills
Strong analytical writing and synthesis skills. Ability to manage complex, cross-sectoral policy material. Familiarity with climate risk, early warning systems, anticipatory action, and human mobility linkages. Capacity for independent work while coordinating effectively with multiple stakeholders.
