CFA: Data Management Officer - Displacement Tracking Matrix (DTM)

Job Purpose
The Data Management Officer (DTM) supports global data management activities for the Displacement Tracking Matrix (DTM). Under the supervision of the Information Management Officer and Senior DTM Coordination Officer, this role is crucial for consolidating, cleaning, refining, and ensuring the quality of DTM datasets and databases, including the Central Data Warehouse. The position also involves rolling out and implementing the Data Dictionary to guarantee accurate and controlled data workflows between country, regional, and global offices, meeting DTM program quality requirements to inform internal and external stakeholders.
Responsibilities
Provide technical support for DTM global operations, focusing on data collection, tabulation, and information management. This includes enhancing the Central Data Warehouse, implementing the DTM Data Dictionary, developing data collection tools, and utilizing Kobo platforms. Implement global DTM surveys and tracking systems, addressing data queries from field operations. Ensure data standards for published DTM information on IOM websites. Implement data quality control mechanisms and responsible data practices, covering data governance, protection, security, and ethics. Support the development of standard operating procedures for DTM data collection and management. Develop and implement Kobo forms for field operations. Prepare tabulations for technical reports and information products on displacement and migration flows. Research and evaluate new information systems and technologies for disaster and emergency response data management.
Work Experience
Experience required in global data consolidation from diverse databases and datasets. Proven experience managing DTM data, datasets, and databases. Expertise in complex data quality control operations and mechanisms. Experience in developing, refining, and implementing population database systems (e.g., registrations, census, surveys). Knowledge of BI platforms like PowerBI or Tableau is a plus.
Skills
Excellent database management, querying, quality assurance, and control systems knowledge. Advanced proficiency in Microsoft Excel, Google Docs, SQL, Kobo, and PowerBI. Proficiency in at least two of the following: XLSforms for ODK/Kobo, Access, Python, Stata, R. Strong analytical, writing, and communication skills. Awareness of responsible, inclusive, and ethical data science practices.
