CON 2026-21 - Local Legal Consultant - DIM Governance

Organizational Context

The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. This consultancy supports the "Diaspora Investment Mechanism" project in Albania, funded by the UK FCDO. The project aims to leverage the Albanian diaspora's economic potential to foster sustainable development, particularly in northern regions, by addressing barriers to investment and creating alternatives to emigration.

Job Purpose

This consultancy aims to provide crucial legal and institutional expertise to operationalize the proposed Diaspora Investment Mechanism (DIM) in Albania. The role involves developing the foundational governance arrangements, operational procedures, decision-making processes, and accountability tools necessary for the DIM's transparent, effective, and sustainable implementation. The consultant will contribute to establishing SOPs, designing the governance structure, setting up the Local Development Advisory Committee, defining operational entity terms of reference, and developing performance monitoring frameworks. This work is integral to strengthening diaspora engagement and fostering economic opportunities in Albania, aligning with the project's goal of supporting local development and reducing emigration.

Responsibilities

The consultant will develop Standard Operating Procedures (SOPs) for DIM governance and operations, detailing key processes, workflows, and accountability measures. They will design the DIM's governance structure, clearly defining roles, responsibilities, and decision-making mechanisms, and establish the framework for the Local Development Advisory Committee. Additionally, the consultant will develop Terms of Reference (TORs) for DIM operational entities and create Key Performance Indicators (KPIs) along with a monitoring framework to assess the DIM's performance and impact. Deliverables are expected by specific dates, with performance evaluated based on timely submission, quality, clarity, analytical depth, and acceptance by the supervising unit.

Work Experience

Requires at least 3 years of professional experience in legal, governance, institutional, public administration, or regulatory analysis. Demonstrated experience in drafting governance frameworks, SOPs, or TORs is essential. Experience in defining roles, responsibilities, and decision-making processes for institutional structures is required. Experience developing monitoring frameworks or performance indicators is strongly preferred. Familiarity with the Albanian legal context and experience with international organizations are advantageous.

Skills

Strong analytical, research, reporting, communication, and presentation skills. Excellent drafting and writing abilities. Proficiency in qualitative analysis and synthesizing findings into actionable recommendations. Computer literacy, including Microsoft Office applications. Demonstrated cultural and gender awareness and sensitivity.
