The International Organization for Migration (IOM), a UN-related organization established in 1951, promotes humane and orderly migration globally. This consultancy is part of the IOM Albania project, "Diaspora Investment Mechanism," funded by the UK FCDO. The project aims to foster economic opportunities in Albania, particularly in northern regions, by supporting local development and creating alternatives to emigration through diaspora engagement.
Job Purpose
This consultancy seeks a Local Economist to assess the economic and financial viability of a proposed Diaspora Investment Mechanism (DIM) in Albania. The role involves evaluating local market conditions, investment opportunities, and absorption capacity, with a focus on Northern Albania. The consultant will analyze barriers to diaspora investment and contribute to developing a practical, development-oriented, and sustainable DIM model. This includes defining the business model, sustainability plan, financial logic, and performance framework, ultimately supporting the project's goal of strengthening diaspora engagement for Albania's sustainable development and creating legal pathways away from emigration.
Responsibilities
The consultant will deliver three key outputs: 1) A Local Economic and Market Assessment detailing Northern Albania's absorption capacity, SME readiness, demand for diaspora investment, and identified sectoral opportunities. 2) An Economic Barriers and Feasibility Analysis examining economic, financial, market, and structural constraints impacting diaspora investment and the DIM's feasibility. 3) A final DIM Business Model and Performance Framework, contributing to the business and sustainability plan, investment pipeline logic, financial structure, and key performance indicators for economic and investment performance. Timely submission of high-quality, clear, and analytically sound deliverables, along with professional communication and responsiveness, are expected.
Work Experience
Requires at least 3 years of professional experience in economic analysis, financial analysis, investment advisory, local economic development, or SME support. Demonstrated experience in market assessment, identifying investment opportunities and constraints, and translating findings into actionable recommendations is essential. Experience with qualitative research, stakeholder consultations, and familiarity with the Albanian economic context, especially Northern Albania, is strongly preferred.
Skills
Key skills include strong analytical, research, reporting, communication, and presentation abilities. Excellent drafting and writing skills are necessary. Proficiency in qualitative analysis, synthesizing findings into recommendations, and computer literacy (Microsoft Office) are required. Cultural and gender awareness and sensitivity are also important.
