The International Organization for Migration (IOM), a UN-related agency since 1951, facilitates humane and orderly migration globally. This consultancy supports the IOM Albania project, "Diaspora Investment Mechanism," funded by the UK FCDO. The project aims to foster economic opportunities in Albania, particularly in northern regions, by strengthening engagement with the UK-based Albanian diaspora and addressing structural factors contributing to emigration.
Job Purpose
This consultancy seeks a Local Migration Consultant to build the evidence base on the Albanian diaspora in the UK for the design of the Diaspora Investment Mechanism (DIM). The role involves mapping diaspora profiles, understanding motivations, perceptions, and barriers to engagement, and ensuring diaspora perspectives inform the mechanism's outreach, participation, and governance. The consultant will contribute expertise in segmenting the diaspora (investors, professionals, mentors, philanthropists), conducting qualitative analysis on trust and barriers to investment, and designing outreach, participation, and governance arrangements for the DIM. The ultimate goal is to support Albania's sustainable development by leveraging diaspora contributions and creating alternatives to irregular emigration.
Responsibilities
The consultant will conduct mapping and segmentation of the UK-based Albanian diaspora, identifying investors, professionals, mentors, and philanthropists, and documenting at least 40 gender-disaggregated profiles. They will perform qualitative analysis, including surveys and focus groups, to understand trust, motivations, perceptions, and barriers to diaspora investment and engagement. The role involves supporting stakeholder consultations at municipal and local levels, contributing to discussion guides, and accurately documenting findings. Additionally, the consultant will contribute to the design of diaspora engagement mechanisms within DIM governance structures, support the development of diaspora participation and advisory mechanisms, and contribute to defining key performance indicators for diaspora engagement and participation.
Work Experience
Requires at least 3 years of professional experience in migration research, diaspora engagement, social research, or stakeholder consultations. Demonstrated experience in diaspora mapping, profiling, and qualitative analysis is essential. Experience conducting qualitative research (interviews, surveys, focus groups) and familiarity with Albanian migration dynamics are strongly preferred. Experience with participatory governance or KPI development is advantageous.
Skills
Strong analytical, research, reporting, communication, and presentation skills. Excellent drafting and writing abilities. Proficient in qualitative analysis and synthesizing findings into actionable recommendations. Computer literacy in Microsoft Office applications. Demonstrated cultural and gender awareness and sensitivity.
