Job Purpose
This consultancy aims to provide local ICT expertise to assess the feasibility of implementing digital systems for the Diaspora Investment Mechanism (DIM) within Albania. The role involves evaluating local ICT infrastructure, digital readiness, and potential constraints, and contextualizing international technical findings to Albania's specific institutional, market, and service-delivery realities. The consultant will contribute to ensuring proposed digital solutions are practical and grounded in the local operational environment, supporting the development of the DIM by assessing system integration feasibility and identifying necessary adaptations for successful implementation and operationalization.
Responsibilities
The consultant will conduct a comprehensive assessment of Albania's local ICT infrastructure, connectivity, and digital service availability to determine readiness for DIM implementation. This includes identifying key local institutions, platforms, and services relevant to DIM, as well as operational constraints. The role involves translating international technical findings into context-specific recommendations, considering institutional, market, and service-delivery realities. A key responsibility is assessing system integration feasibility and digital ecosystem constraints, including interoperability and dependencies. The consultant will also support the development of a compliance pack covering AML, KYC, data protection, and cybersecurity policies tailored to the Albanian context. Coordination with the Lead Consultant, IOM Albania, and stakeholders is essential to validate findings and ensure local ICT considerations are integrated into the overall DIM analysis.
Work Experience
A minimum of 3 years of professional experience in ICT is required. Experience with digital financial services, remittance systems, or regulated digital service delivery is highly desirable. Proven ability to assess digital system feasibility, analyze interoperability and implementation constraints, and provide actionable recommendations is essential. Familiarity with the Albanian ICT landscape and digital service ecosystem is strongly preferred.
Skills
Key skills include strong analytical, research, reporting, communication, and presentation abilities. Excellent drafting and writing skills are necessary for producing structured technical assessments and practical implementation recommendations. The ability to map digital ecosystems and integration points, and to clearly present technical findings to non-technical stakeholders, is crucial. Cultural and gender awareness is also important.
