Organizational Context

The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. This consultancy supports the IOM Albania project, funded by the UK FCDO, to establish a Diaspora Investment Mechanism (DIM). The role focuses on the technical analysis and conceptual architecture for a secure, interoperable digital mechanism connecting the UK and Albania, aiming to foster economic development and diaspora engagement.

Job Purpose

This ICT Consultant role is crucial for the technical groundwork of the Diaspora Investment Mechanism (DIM) project in Albania. The purpose is to provide expert technical analysis and oversight for the development of a secure, interoperable, and user-centered digital platform connecting the UK and Albania. This involves assessing digital architecture options, analyzing existing remittance systems, and developing conceptual technical architecture. The role directly supports the project's goal of fostering economic opportunities and sustainable development by facilitating diaspora investment and engagement, addressing barriers to formal economic participation, and creating legal alternatives to emigration.

Responsibilities

The consultant will oversee the technical analysis of digital architecture options for the DIM, focusing on platform functionality, systems integration, and cybersecurity. Key duties include contributing to a comparative analysis of digital diaspora investment and remittance platforms, identifying technical features and lessons learned. The role involves assessing the technical, operational, and cybersecurity aspects of UK-Albania remittance systems and their implications for DIM design. A significant responsibility is developing conceptual technical architecture options for the DIM, incorporating gender-responsive UX/UI components for accessibility and usability. The consultant will also provide technical input on payment workflows, licensing, digital safeguards, and hosting requirements, coordinating with stakeholders to validate findings and translate analysis into practical recommendations.

Work Experience

Requires at least 7 years of professional experience in ICT, digital platform architecture, or technical advisory roles related to financial services, system integration, remittance/payment systems, or cross-border transaction platforms. Demonstrated experience in technical assessments, developing recommendations for platform functionality, digital financial services, API/integration design, cybersecurity risk assessment, and privacy-by-design is essential. Experience in designing digital mechanisms or financial technology solutions within international development or diaspora engagement contexts is advantageous.

Skills

Key skills include strong analytical, research, reporting, communication, and presentation abilities. Proficiency in technical architecture modeling, systems mapping, process flow documentation, and drafting technical requirements is necessary. The role requires risk and control analysis, stakeholder facilitation across diverse audiences, and demonstrated cultural and gender awareness to integrate a gender perspective into tasks.
