Organizational Context
The International Organization for Migration (IOM), a UN agency since 1951, facilitates humane and orderly migration. This consultancy is part of the IOM Albania project, funded by the UK FCDO, aiming to establish a Diaspora Investment Mechanism (DIM). The project partners with the British Chamber of Commerce in Albania to foster economic development and create legal alternatives to emigration, particularly in Northern Albania.
Job Purpose
This consultancy aims to lead, coordinate, and author a comprehensive feasibility study for establishing a Diaspora Investment Mechanism (DIM) in Albania. The role involves developing a technically and financially sound DIM roadmap, drawing on specialized inputs from a consultancy team. The Lead Consultant will oversee the team's work, ensuring methodological alignment and synthesizing findings. The study will analyze comparative diaspora engagement models, identify investment gaps, and integrate diaspora mapping, absorption capacity, and policy analyses into a single, implementable roadmap. The ultimate goal is to inform the design of a structured, legally compliant DIM that supports Albania's sustainable development by channeling diaspora investments.
Responsibilities
The Lead Consultant will provide overall leadership to the consultancy team, ensuring effective coordination and timely delivery of outputs. Key responsibilities include developing an Inception Note with methodology and an outline, submitting a Preliminary Findings Report with interim results, and producing a Final Study Package including the DIM Roadmap and a presentation of findings. The consultant must integrate insights from the team, ensure methodological alignment, and validate findings with IOM Albania. Performance will be evaluated based on timely submission of deliverables, quality and clarity of outputs, and effective communication with IOM and stakeholders.
Work Experience
A minimum of 7 years of relevant professional experience is required in areas such as diaspora engagement, remittances, development, feasibility assessments, or policy analysis. Proven experience in conducting similar research and translating findings into actionable recommendations is essential. Experience in presentations, workshops, and engaging with public/private sector partners is advantageous.
Skills
Demonstrated analytical, research, reporting, communication, and presentation skills. Excellent drafting and writing abilities. Proficiency in Microsoft Office applications. Cultural and gender awareness, with the ability to integrate gender perspectives and cultural differences into tasks.
