IOM, a UN-related organization, leads in migration, promoting humane and orderly processes globally. This role, Human Resources Associate, operates within the Cox’s Bazar Sub-Office, reporting to the Head of Resources Management and the HR/Resource Management Officer. It is responsible for managing resources management functions, collaborating with HQ and Administrative Centres.
Job Purpose
The Human Resources Associate supports the efficient functioning of IOM's Cox's Bazar Sub-Office by managing comprehensive resources management functions. This includes coordinating the full recruitment lifecycle, from drafting notices and screening to onboarding and medical clearances. The role is crucial for maintaining accurate HR data within the organizational system, processing contractual changes, and ensuring compliance with entitlements and procedures. It involves administering leave, preparing essential HR reports, and meticulously managing personnel documentation. Furthermore, the Associate provides vital information and guidance to staff on IOM regulations, contributes to performance evaluation processes, and organizes staff development activities. This position ensures smooth HR operations, supporting IOM's mission by fostering an effective and well-managed workforce.
Responsibilities
The Human Resources Associate coordinates comprehensive recruitment processes, including drafting notices, screening applications, conducting interviews, and preparing job offers. They manage pre-employment activities such as onboarding documentation, medical clearances, and induction sessions. A key duty involves performing assigned roles within the HR system, ensuring data consistency, maintaining accurate records, verifying entitlements, and generating reports for contractual actions. The Associate acts as a Timekeeper, monitoring and reconciling leave quotas, and guiding staff on procedures. They process various HR actions like separations, promotions, and reclassifications, coordinating with regional and headquarters units. Responsibilities also include preparing personnel reports, drafting correspondence, and maintaining systematic electronic and physical archives for all HR documents. The role supports performance evaluation compliance, organizes staff development events, and provides essential information to staff on IOM regulations. Additionally, the Associate identifies process improvements, assists in resolving sensitive cases, and participates in inter-agency HR working groups, while also guiding junior staff.
Work Experience
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, E-mail, Outlook) is required, with previous experience in Oracle being a distinct advantage. Prior work experience with international humanitarian organizations, non-government, or government institutions in a multi-cultural setting is desirable. Sound knowledge of Human Resources principles, practices, and administrative processes is essential.
