Organizational Context
IOM, established in 1951, is the leading UN agency for migration, promoting humane and orderly migration globally. In Libya, a country facing significant challenges in border governance due to its strategic location and fragmentation, IOM aims to strengthen border management. This role contributes to enhancing state institutions, improving regional cooperation, and promoting safe cross-border movements within the "Sharaka" project.
Job Purpose
This role is crucial for developing a comprehensive Border Management Strategy for Libya, addressing complex cross-border challenges including mixed migration flows, organized crime, and security threats. The strategy will be guided by the EU's Integrated Border Management concept and international standards. It aims to consolidate and operationalize existing national frameworks, define clear coordination mechanisms among Libyan authorities, and establish practical frameworks for information sharing and joint operations. The ultimate goal is to strengthen Libya's border security and governance, improve regional cooperation, and facilitate safe, orderly, and regular cross-border movements, contributing to national stability and regional peace.
Responsibilities
The consultant will develop a comprehensive Border Management Strategy for Libya, guided by the EU's Integrated Border Management concept and international best practices. This includes conducting a thorough review of existing national strategies and frameworks, analyzing the current legal, regulatory, and institutional landscape, and assessing operational capacities and existing gaps. The strategy will define clear institutional roles, coordination mechanisms, command structures, and standard operating procedures. Additionally, a phased, costed implementation plan (1-3 years) with prioritized actions, timelines, responsibilities, and performance indicators will be developed. The consultant will also propose necessary legal, regulatory, and institutional reforms to harmonize border governance and enhance coordination and accountability.
Work Experience
Demonstrated experience in strategic planning and infrastructure development for cross-border trade is essential. Experience in developing strategy documents for security authorities and working with border management authorities is highly desirable. Prior experience with international organizations or providing technical assistance to national border management bodies is considered an asset.
Skills
Proven analytical, interpersonal, and organizational skills are required. A good understanding of the Libyan and African context of migrant flows along the Central Migration Route is also necessary.
