Organizational Context
The Infrastructure Unit in IOM Cox’s Bazar, Bangladesh, is integral to the Rohingya Refugee Response, funded by international donors. The unit focuses on site planning and medium-complexity infrastructure projects, including roads, bridges, health facilities, and site rehabilitation. This role supports the implementation of these projects under the supervision of the Infrastructure Coordinator.
Job Purpose
This role is crucial for assisting the implementation of infrastructure projects within IOM Cox’s Bazar, Bangladesh, supporting the Rohingya Refugee Response. The incumbent will contribute to engineering design and construction support for new site development, as well as enhancement and maintenance of existing sites in refugee camps and host communities. A key aspect of the role involves supervising a team to ensure project objectives are met efficiently and with high quality, adhering to best practices and IOM's standards. The position directly contributes to improving living conditions and essential services through robust infrastructure development.
Responsibilities
Key responsibilities include monitoring daily field operations for site development, construction, and maintenance, ensuring compliance with IOM policies. The role involves supervising field teams, resolving conflicts, and ensuring efficient team operation. Assisting the Infrastructure Coordinator with technical aspects of construction, including assessment, design, BoQ calculation, scheduling, tendering, and monitoring, is essential. This includes supporting civil designs for small-scale areas, managing machinery fleets, and contributing to design standards and quality assurance mechanisms. The position also supports proposal development, operational planning for emergencies, and tender evaluation processes. Field visits for monitoring and reporting, along with managing multiple construction projects and ensuring compliance with IOM policies like PSEA, are also critical duties.
Work Experience
Required experience includes camp rehabilitation, site development, civil design, construction supervision, contract administration, surveying, and quantity surveying. Experience in designing and constructing buildings, roads, drainage, and slope stabilization is necessary. Experience with international organizations or NGOs, and within the region, is advantageous. Proficiency in building structural design and computer-aided drawing software is a plus.
Skills
Demonstrated ability to supervise and manage staff in humanitarian emergencies. Thorough knowledge of AutoCAD operations. Excellent understanding of the IOM project management cycle. Good knowledge of UN and bilateral donor programming. Strong computer skills. Proficiency in planning, organizing, and resource mobilization. Ability to communicate clearly and concisely in English.
