Return Counsellor
Organizational Context
The International Organization for Migration (IOM) in Switzerland seeks a Return Counsellor to support Assisted Voluntary Return and Reintegration (AVRR) programs. This role operates under the Chief of Mission and Senior Project Associate, collaborating with the State Secretariat for Migration (SEM) and other partners within Federal Asylum Centres. The position involves direct counselling services and coordination within a team of return counsellors.
Job Purpose
The Return Counsellor's primary purpose is to provide comprehensive return counselling and information on Assisted Voluntary Return and Reintegration (AVRR) to asylum seekers in Federal Asylum Centres (FACs). This involves facilitating safe and well-prepared journeys home in collaboration with Swiss governmental authorities. The role contributes to the effective implementation and coordination of AVRR activities, ensuring smooth information flow among partners and supporting vulnerable cases. The counsellor will also contribute to project reporting and capacity-building initiatives, enhancing IOM's AVRR mandate in Switzerland.
Responsibilities
Provide direct return counselling and detailed information on Assisted Voluntary Return and Reintegration (AVRR) to asylum seekers in designated Federal Asylum Centres (FACs). Organize and facilitate safe return journeys in coordination with Swiss governmental authorities (SEM, SwissREPAT), with special attention to vulnerable individuals. Secure necessary travel documents in collaboration with SEM and liaise with IOM Bern for AVRR support services and flight bookings. Maintain accurate records of all activities in eRetour and IOM databases (Mimosa), and contribute to project reports and documentation. Regularly engage with partners in reception centres, ensuring effective information exchange, and attend meetings with SEM focal points. Coordinate with other return counsellors in the region for seamless case management and replacements. Represent IOM within the centres to ensure visibility of its role. Undertake regular travel for team meetings and operational needs, and perform other assigned duties.
Work Experience
Required experience includes program and project operations, logistics, and coordination, preferably within UN, government, or NGO settings. Demonstrated experience in communications and liaison, particularly with migrants and in counselling, is essential. A thorough understanding of migration issues within Switzerland is also necessary.
Skills
Proficiency in the Swiss Asylum system and experience working in Federal Asylum Centres. Strong knowledge of handling Assisted Voluntary Return and Reintegration (AVRR) cases. Excellent command of Microsoft Office Suite (Word, Excel). Familiarity with eRetour and Mimosa case management systems is an asset. Effective communication skills and experience interacting with migrants. A valid driving license is required.
