Job Purpose
The Project Support Associate (Civil Engineering and Site Planning) will provide essential engineering and technical support for the planning and development of a Model Border Control Post (BCP). This role is instrumental in translating operational border management requirements into practical engineering and site planning considerations for infrastructure development. The incumbent will support a Netherlands-funded project aimed at enhancing border and migration management in Ethiopia. Key contributions include ensuring that infrastructure aligns with international good practices in integrated border management, protection-sensitive border governance, Health, Border and Mobility Management (HBMM), digitalization, and environmental sustainability, contributing to the successful implementation of the Dewele BCP initiative.
Responsibilities
Provide technical engineering support for the planning and development of a Model Border Control Post, including site assessments and technical consultations. Support the preparation and refinement of technical documentation such as concept notes, engineering briefs, and technical specifications. Assist in developing and reviewing procurement documentation for engineering consultancy services. Review and ensure quality assurance of technical studies, engineering drawings, and site layouts prepared by external consultants. Participate in field missions to collect necessary engineering and infrastructure data. Support the incorporation of operational requirements into infrastructure planning, covering aspects like traffic management, protection-sensitive infrastructure, health screening facilities, ICT systems, utilities, and future scalability. Liaise with IOM units and government counterparts on engineering matters. Monitor engineering-related activities and provide technical inputs for project implementation. Assist in preparing technical reports and presentations. Support coordination with consultants and stakeholders. Undertake duty travel as required for project monitoring and on-site support.
Work Experience
Experience in humanitarian/development settings and supporting engineering or infrastructure projects is required. Experience in site planning, construction supervision, or engineering design support is also necessary. Proven ability to liaise with governmental authorities, national/international institutions, NGOs, and build local partnerships is essential.
Skills
Good understanding of civil engineering and infrastructure planning principles. Ability to interpret engineering drawings, maps, and technical documentation. Familiarity with construction materials, utility planning, drainage, and site development. Knowledge of sustainable infrastructure approaches is desirable. Computer literacy (Microsoft Office Suite). Familiarity with AutoCAD, GIS, or similar mapping tools is advantageous. Strong report writing, analytical, organizational, and coordination abilities. Ability to work independently and manage tasks under deadlines.
