Organizational Context

The National Coordination Bureau for Migration (BCNM), established in 2019 and operational since 2021 under Djibouti's Ministry of Interior, is central to coordinating migration actions. It implements the national migration strategy and a five-year action plan, supported by IOM and the EU. The BCNM is celebrating its fifth anniversary in July 2026, requiring visibility tools to highlight its achievements and institutional image.

Job Purpose

Djibouti, a strategic transit country, faces complex migration dynamics, necessitating robust governance. The National Coordination Bureau for Migration (BCNM), established in 2019 under the Ministry of Interior, plays a crucial role in coordinating migration efforts, implementing the national strategy, and strengthening governance with support from IOM and the EU. As the BCNM approaches its fifth anniversary in July 2026, a commemorative event is planned to showcase its institutional journey and achievements. The purpose of this consultancy is to support the BCNM in the graphic design, technical finalization, and provision of essential visibility tools for this celebration. This ensures a consistent institutional image and effective communication, aligning with the BCNM's visual identity and event objectives, thereby enhancing its profile and impact.

Responsibilities

The consultant will participate in a framing meeting to define objectives, key messages, and required communication materials. Key responsibilities include submitting a methodological note and work schedule, proposing a creative approach aligned with the BCNM's institutional context and 5-year celebration, and designing graphic mock-ups for all agreed-upon materials. The role involves integrating content, logos, and institutional visual elements provided by the BCNM, submitting mock-ups for review, and incorporating consolidated feedback. The consultant will finalize validated materials in required formats, prepare technical files for both print and digital distribution, and deliver all editable source files along with final validated versions. Specific deliverables include a methodological note, initial and revised mock-ups, final validated communication materials, high-resolution print-ready PDFs, digital versions for electronic dissemination, and the final institutional roll-up. The consultant must also ensure the reproduction of the institutional roll-up.

Work Experience

At least three (3) years of proven professional experience in graphic design and communication material development is required. Confirmed experience in producing institutional visibility materials and a demonstrated ability to create professional supports for public institutions, international organizations, or development partners are essential.

Skills

Excellent mastery of graphic design software (Adobe Illustrator, InDesign, Photoshop or equivalent). Strong creativity and presentation skills. Good understanding of institutional communication codes. Excellent organizational skills and ability to meet deadlines. Proficiency in French; knowledge of English is an asset. Ability to submit a portfolio of similar work.
