IOM, established in 1951, is a leading UN agency promoting humane and orderly migration. It works with partners to save lives, protect people on the move, and facilitate regular migration pathways. This role, under the Chief of Mission, oversees information management for IOM's programmatic response in the North Pacific, including the Federated States of Micronesia, Marshall Islands, and Palau.
Job Purpose
The Information Management Officer is responsible for planning and overseeing all information management activities related to IOM's programmatic response in the North Pacific region. This includes designing and implementing integrated mechanisms for data and information management to ensure efficient processes and reliable data for operations, monitoring, and reporting. The role involves coordinating the development of information systems, supervising data collection and management, ensuring timely generation of information products, and supporting data analysis. The officer will also identify data gaps, contribute to project proposals, conduct training, and provide technical advice to staff and partners. This position is crucial for supporting IOM's mission by ensuring effective data utilization and information dissemination across its operations in the region.
Responsibilities
Plan, design, and implement integrated data and information management mechanisms for operational efficiency and reporting. Coordinate the functional design and development of information systems, including portals and databases, in collaboration with the ITC team. Supervise data collection, encoding, storage, processing, and analysis in sub-offices. Ensure timely generation and dissemination of information products. Identify data gaps and contribute to project proposals to address them. Develop and deliver training modules on information management for stakeholders. Provide technical advice and guidance to information management staff and facilitate compliance with standards. Participate in UN working groups and liaise with external partners on information management needs. Mentor and train information management colleagues and support capacity-building for humanitarian partners. Support project implementation, monitoring, and reporting. Promote the use of Geographic Information Systems (GIS) mapping. Develop and enhance data collection and information packaging methodologies.
Work Experience
Experience in managing information flows and data, including collection, storage, verification, processing, and analysis. Experience in emergency and recovery humanitarian operations, familiarity with humanitarian cluster systems, and camp management guidelines. Experience in developing and managing database applications. Advanced data visualization and information design skills. Prior work with IOM or the UN System is advantageous.
Skills
Excellent qualitative and quantitative data analysis skills. Ability to produce high-quality reports. In-depth knowledge of current IT and information systems developments. Understanding of various data collection methodologies. Ability to translate planning specifications into technical briefs and vice versa. Ability to formulate IM technical requirements and operating procedures. Advanced data visualization and information design skills. Ability to provide technical leadership and build partnerships. Capacity to deliver technical training to diverse audiences. Previous work in the Pacific is a distinct advantage.
