Job Purpose
The Resources Management Officer is responsible for supervising and managing the budgetary, financial, human resources, and administrative functions for the IOM Guyana Country Office and any sub-offices. This role ensures the effective and compliant operation of these critical administrative areas, providing essential support to country office staff. The position requires close coordination with the Chief of Mission, the Senior Regional Resources Management Officer, the Department of Financial and Administrative Management at Headquarters, and the Global Shared Services Centre to maintain organizational standards and operational efficiency.
Responsibilities
Key responsibilities include overseeing financial management, expenditure, and accountability for the Country Office, including financial analysis and treasury management with cash flow forecasting. The role involves preparing program and budget reports, reviewing monthly accounts, and conducting budget control and variance analysis to prevent project deficits. It also entails assisting in budget preparation for new projects, providing technical support to project managers on IOM regulations, and maintaining internal controls to safeguard assets. The officer will manage the Human Resources function, ensuring compliance with HR policies, and oversee Supply Chain services, including contracts, fleet management, and premises maintenance. Additionally, the role involves liaising with legal and procurement units, supervising ICT staff, training local staff on administrative and financial procedures, participating in UN meetings, and potentially serving as Officer-in-Charge in the Chief of Mission's absence.
Work Experience
Required experience includes financial and human resources management at the international level, field experience with international institutions, supervising administrative control procedures, coordinating external audits, and proficiency with corporate IT systems and software.
Skills
Knowledge of IOM/UN Finance, Supply Chain, and HR procedures; advanced Microsoft Office (especially Excel); International Public Sector Accounting Standards (IPSAS); Oracle (highly desirable).
