Job Purpose
The Resources Management Officer, reporting to the Chief of Mission and coordinating with regional and headquarters departments, is responsible for supervising and managing the budgetary, financial, human resources, and administrative functions of the Country Office and/or Sub-Office(s). This role provides essential support in these areas to staff, ensuring efficient and compliant operations. The position contributes to the overall effectiveness of IOM's mission by maintaining robust administrative and financial systems, supporting project implementation, and ensuring adherence to organizational policies and procedures.
Responsibilities
Oversee financial management, including expenditure monitoring, budget control, and financial analysis, ensuring compliance with donor agreements and IOM regulations. Manage treasury functions by forecasting cash flows and controlling disbursed funds. Prepare program and budget reports, review monthly accounts, and assist in budget preparation for new projects. Provide technical support to project managers on administration, finance, and human resources. Maintain internal controls to safeguard assets and prevent fraud. Manage the Human Resources function, advising on recruitment and personnel administration, and ensuring correct application of HR policies. Oversee supply chain services, including contracts, fleet management, and premises maintenance. Liaise with legal and procurement units for agreement reviews. Supervise ICT staff and train local staff on IOM policies. Participate in UN operational meetings and may serve as Officer-in-Charge in the absence of the Chief of Mission.
Work Experience
Experience in international financial and human resources management. Field experience, including coordination with international institutions. Experience in developing and implementing administrative control procedures and coordinating external audits. Experience using corporate IT systems and software.
Skills
Knowledge of IOM/UN Finance, Supply Chain, and HR procedures. Advanced Microsoft Office skills, especially Excel. Knowledge of International Public Sector Accounting Standards (IPSAS). Oracle knowledge is highly desirable.
