Job Purpose
The Senior Finance Associate (IP Compliance) plays a crucial role in ensuring the sound, transparent, reliable, and accountable financial management of Implementing Partners (IPs). This position supports the coordination and implementation of all assigned IP-related financial aspects, contributing significantly to IOM's operational integrity and effective resource utilization. By meticulously reviewing IP budgets, conducting capacity assessments and spot-checks, and ensuring compliance with IOM and donor regulations, the role safeguards financial resources and mitigates risks. The associate's work directly supports IOM's mission by fostering strong, accountable partnerships, thereby enhancing the organization's ability to deliver on its mandate in migration management. This involves promoting financial best practices and awareness among IPs to prevent fraud and ensure robust financial oversight.
Responsibilities
The Senior Finance Associate is responsible for comprehensive support across the Implementing Partner (IP) financial management lifecycle. This encompasses assisting in the review of IP selection call for proposals, representing the Resource Management Unit in selection committees as appropriate, and meticulously maintaining an archive of all IP selection process documentation. A core duty involves thoroughly reviewing IP budgets to ensure their reasonableness, accuracy, and strict compliance with both IOM and donor Rules and Regulations. The role also coordinates with relevant Programs staff to conduct essential IP capacity assessments and due diligence, ensuring all assessment reports are properly archived. Furthermore, the associate conducts critical midterm and final project spot-checks of original financial documents, maintaining a complete archive of all spot-check reports. Where required, the position witnesses IPs’ tender opening and evaluation processes. A significant responsibility is to recommend robust mechanisms for preventing fraud and corruption among IPs, actively working to create awareness among partners regarding available fraud reporting channels. Finally, the associate supports in ensuring all IP supporting documents are received and properly archived for future audit purposes, and meticulously reviews IP financial reports to ensure completeness and full compliance with the requirements outlined in the Partnership Implementation Agreement.
Work Experience
Required experience includes financial management, with experience in Non-Governmental Organizations (INGOs/NGOs) being an added advantage. Candidates must have proven working experience in compliance processes and procedures. Proficiency in computer usage and office software packages (MS Word, Excel, etc.), with advanced knowledge of spreadsheet and database packages, is also essential.
Skills
Knowledge of UN and bilateral donor programming. Knowledge of financial rules and regulations. Knowledge of International Public Sector Accounting Standards (IPSAS).
