National Finance Officer (IP Compliance)

Job Purpose
This role is responsible for coordinating and implementing aspects related to sound, transparent, reliable, and accountable financial resource management for assigned Implementing Partners (IPs). The position operates under the overall supervision of the Chief of Mission, with technical supervision from the Senior Resources Management Officer and direct supervision from the Localization and Partnership Officer. The purpose is to ensure robust financial oversight and compliance in partnerships, contributing to the effective and accountable delivery of IOM's mission objectives in migration management and support.
Responsibilities
Key responsibilities include participating in the review of Implementing Partner (IP) systems, processes, budgets, and financial data for compliance and risk mitigation. The role involves representing the Resource Management Unit in IP Selection Committees. Additionally, the officer will assist in developing benchmark costs for IP budgets, maintain contact with Programs to verify budget reasonableness, and participate in IP capacity assessments, providing support to enhance their financial systems and adherence to IOM procedures. The position also supports IP spot-checks, reviews IP tender announcements, witnesses tender openings, recommends fraud prevention mechanisms, and serves as a focal point for archiving IP financial documents and reviewing financial reports for completeness and compliance.
Work Experience
Required experience includes financial management, computer proficiency with office software (MS Word, Excel), advanced spreadsheet and database skills, and proven experience in compliance processes and procedures. Experience with Non-Governmental Organizations (INGOs/NGOs) is considered an added advantage.
Skills
Knowledge of UN and bilateral donor programming. Familiarity with financial rules and regulations. Understanding of International Public Sector Accounting Standards (IPSAS).
