The project "Supporting the Government of the Republic of Kazakhstan in the Identification and Application of Best International Practices in Migration Policy-Making through the GCM and the Almaty Process" aims to strengthen regional cooperation and enhance migration policy development in Kazakhstan.
Job Purpose
This role involves conducting a final independent evaluation of the project "Supporting the Government of the Republic of Kazakhstan in the Identification and Application of Best International Practices in Migration Policy-Making through the GCM and the Almaty Process." The evaluation will assess the project's relevance, coherence, effectiveness, efficiency, impact, and sustainability against OECD-DAC criteria. It aims to identify what changes occurred, why, and the project's contribution to these changes. The purpose is to determine performance, assess the meaningfulness of results, identify strengths and weaknesses, and provide lessons learned and recommendations for future IOM projects in Kazakhstan. The findings will inform the donor and MFA of Kazakhstan on value for money and guide future IOM interventions.
Responsibilities
The evaluator will develop an inception report detailing the evaluation matrix and data collection tools, and finalize plans in coordination with IOM. Responsibilities include conducting a comprehensive desk review, carrying out mixed-method data collection (interviews, focus groups, surveys) with triangulation of evidence, and leading all interviews and meetings with IOM support. The evaluator must ensure compliance with UNEG norms and IOM evaluation standards, providing regular progress updates. A debriefing session will present initial findings and tentative conclusions. The evaluator will draft and revise the final evaluation report and an evaluation brief, meeting specified length and content requirements. Additionally, a draft management response matrix will be prepared. The role requires producing all outlined deliverables and ensuring methodological rigor, impartiality, and ethical compliance throughout the evaluation process.
Work Experience
A minimum of 5 years of professional experience in migration-related fields is required, with proven experience in conducting evaluations, research, or analytical studies on labour migration or related topics. Experience in engaging with migrants, government institutions, and other stakeholders in the migration sector is necessary. Knowledge of international standards in migration data, statistics, and M&E practices is also required.
Skills
Strong analytical, communication, and report-writing skills. Proven organizational skills, attention to detail, and ability to work independently in multicultural environments. Excellent command of English and Russian is required; knowledge of Kazakh is also required.
