Job Purpose
This role supports the day-to-day procurement activities for IOM in Haiti, ensuring compliance with organizational regulations and procedures. The position is crucial for the efficient acquisition of goods and services, contributing to the overall operational effectiveness of IOM Haiti. The incumbent will manage procurement requisitions, assist in processing purchases, prepare tender documents, and coordinate with suppliers to ensure timely delivery and payment. This function directly impacts IOM's ability to deliver on its mandate by ensuring resources are procured effectively and efficiently, supporting various projects and operations across the country.
Responsibilities
The Supply Chain Associate will manage procurement requisitions, ensuring all required information is present and compliant with established policies. This includes consolidating requests, verifying compliance with the Purchase Authorization Matrix, and obtaining necessary additional details. The role involves assisting supervisors with higher-value purchases, preparing tender documents, soliciting bids, and participating in bid evaluations. Upon purchase approval, the incumbent will confirm terms with suppliers, prepare purchase orders or contracts, and coordinate authorizations. Responsibilities extend to monitoring open requisitions, ensuring timely delivery of goods and services, and coordinating with the receiving unit for delivery confirmation. Additionally, the associate will review vendor invoices, prepare payment requests, and liaise with the Finance Unit for timely supplier payments. Maintaining accurate physical and electronic procurement records, conducting market surveys to identify new suppliers, and managing contractual agreements are also key duties. The role includes performing logistics tasks related to property, asset management, warehousing, insurance, maintenance, transportation, and coordinating fleet operations. Providing guidance on procurement procedures to staff and training junior team members are also expected.
Work Experience
Required experience includes procurement, vendor management, administrative, financial, and internal control procedures. Proficiency in office software packages (MS Word, Excel) with spreadsheet and data analysis skills is necessary. Experience with computerized accounting systems like SAP/FIORI/SAP is also required. Strong analytical, planning, and time management skills are essential, alongside excellent communication abilities and demonstrated experience working effectively with diverse teams.
Skills
Knowledge of migration-related subject areas, UN and bilateral donor programming, and financial rules and regulations are required. Proficiency in French and Creole (oral and written) is mandatory. Experience with SAP/FIORI/SAP applications is also a required skill.
