Job Purpose
The Migration Health Officer (Emergency Response) is responsible for the coordination, implementation, and technical oversight of IOM’s Migration Health programming in the Central African Republic. This role provides programmatic management, strategic guidance, and technical oversight for emergency health operations. Key functions include ensuring coordination with the Ministry of Health, WHO, and other partners, liaising with other IOM sectors, supervising emergency health teams, and guiding project development through emergency and transition phases. The officer ensures the delivery of quality health services and contributes to strengthening health systems in complex environments.
Responsibilities
Coordinate and supervise the implementation of IOM’s Migration Health programme in emergency and recovery contexts. Provide strategic and technical guidance for emergency health programming, including outbreak preparedness, primary/secondary healthcare, and capacity building. Align national migration health strategies with global and regional health goals. Manage health projects, ensuring consistency with IOM policies and national strategies. Supervise and appraise Migration Health Division staff, identifying training needs. Coordinate with implementing partners and MHPSS focal points. Represent IOM in health cluster coordination mechanisms and collaborate with other IOM sectors (WASH, Protection, GBV). Maintain health expertise, analyze and share health data, and contribute to policy development. Monitor project implementation, reporting, and evaluation, including budget expenditure and KPIs. Support resource mobilization and perform other assigned duties.
Work Experience
Experience in migration health issues, preferably at an international level. Proven experience managing/coordinating emergency health programs, including multidisciplinary teams and budgets. Demonstrated experience in emergency response, humanitarian health assistance in complex environments, and program development. Experience working with international organizations, ministries of health, and civil society. Resource mobilization, budget management, and scientific communication skills are essential.
Skills
Proven capacity to develop and implement migration and health programs. Knowledge of monitoring and evaluation. Excellent written communication skills, including report writing. Strong presentation and general communication skills. Advanced proficiency in Microsoft Office Suite.
