Job Purpose
The Head of Resources Management Officer, reporting to the Chief of Mission and functionally to the Senior Sub-Regional Resources Management Officer, is accountable for managing, monitoring, and administering financial, budgetary, treasury, human resources, supply chain, and ICT activities for IOM Germany Country Office and its sub-offices. This role requires close coordination with regional offices, headquarters, and shared service centers. The purpose is to ensure efficient and effective resource management, supporting IOM's operational mandate and strategic objectives in Germany.
Responsibilities
Key responsibilities include supervising treasury operations, forecasting cash flows, and monitoring fund disbursements to ensure compliance with donor agreements. The role involves analyzing financial projects, overseeing budget control, managing variances, and preventing project deficits. Preparing and monitoring the country office's annual budget, developing budgets for new projects, and strengthening internal controls to safeguard assets and prevent fraud are crucial. The officer will also manage payroll, review project allocations, finalize financial reports, and oversee financial management and accountability for all country office activities. Improvements to systems and procedures for efficiency are expected. Additionally, the role encompasses supervising Human Resources functions, including recruitment and personnel administration, and managing Supply Chain services, contracts, fleet, and premises maintenance. The officer may represent IOM in UN meetings and serve as Officer-in-Charge in the Chief of Mission's absence.
Work Experience
Required experience includes financial administration (management, accounting, budgeting), human resources, and supply chain management. Experience with Enterprise Resource Planning systems is necessary. Experience in emergency operations, monitoring and evaluation, or audit is advantageous.
Skills
Ability to work with government and international officials; independent judgment and sound decision-making; ability to work under pressure; strong report-writing skills; knowledge of IPSAS is advantageous; knowledge of Oracle is highly desirable.
