Organizational Context
The International Organization for Migration (IOM) seeks a Finance Assistant for its Global Shared Services Centre (GSSC) in Manila, Philippines. This role supports the Migration Health Division (MHD) by assisting with Programme Monitoring and Administrative-Finance (PAF) functions under the direct supervision of the National Finance Officer.
Job Purpose
The Finance Assistant is responsible for supporting the Migration Health Programme Monitoring and Administrative-Finance (PAF) functions within the Global Migration Health Division (MHD) at the Global Shared Services Centre (GSSC). This involves assisting the National Finance Officer in generating financial reports, conducting financial reviews, and ensuring the accuracy and compliance of financial data for various global health assessment projects. The role contributes to the effective financial management and operational efficiency of health programs, ensuring timely reporting and adherence to financial procedures, thereby supporting the overall mandate of the MHD unit.
Responsibilities
Key duties include financial monitoring and reporting, generating and enhancing financial reports from ORACLE/WAVE for global migration health assessment programs, and conducting in-depth qualitative and quantitative assessments of financial data. The role involves reviewing transactions, financial performance, and communicating findings to field offices. Budget preparation and evaluation encompass reviewing budget requests, consolidating data, and assisting with new project budgets. Additional responsibilities include administrative-finance support, such as processing invoices, assisting with project activation and closing, updating SOPs, managing filing systems, supporting audits, and preparing salary projectizations. The Finance Assistant will also provide training support, recommend process improvements, and coordinate with Treasury and Revenue departments.
Work Experience
Requires sound knowledge of accounting systems (SAP/ORACLE), generally accepted accounting principles, internal controls, and audit procedures. Desired experience includes at least one year in medical insurance claims processing, invoicing, or financial monitoring of health-related self-funded projects.
Skills
High computer literacy (MS Excel, PowerPoint), good analytical and problem-solving skills with attention to detail, and excellent organizational and multi-tasking abilities.
