Organizational Context
The consultant will support the One Humanitarian - One Poverty Response System (OHOPRS) initiative within Nigeria's Federal Ministry of Humanitarian Affairs and Poverty Reduction. This role, based in Abuja at the OHOPRS Secretariat, contributes to IOM's technical assistance to strengthen evidence-based policymaking, knowledge management, and coordination of humanitarian and poverty reduction efforts.
Job Purpose
The primary purpose of this role is to contribute to the implementation of the OHOPRS initiative by strengthening evidence-based policymaking, knowledge management, institutional learning, and coordination within the Federal Ministry of Humanitarian Affairs and Poverty Reduction. The consultant will provide technical assistance to the Government of Nigeria, supporting the OHOPRS Secretariat and the Poverty Intelligence Lab. This involves translating complex data and findings into actionable insights for senior leadership, thereby enhancing the effectiveness of humanitarian and poverty reduction interventions and fostering informed decision-making at the highest levels of government.
Responsibilities
Develop and produce high-quality knowledge products, including policy briefs, insight notes, and executive summaries, to support policy formulation and strategic planning. Translate technical analyses and program findings into clear, actionable information for senior leadership. Ensure quality assurance and alignment of all knowledge products with Ministry priorities. Analyze information from various programs to identify strategic implications and recommendations. Support the preparation of briefing materials for the Honourable Minister and other senior officials. Design and operationalize a Knowledge Management Framework and institutional repository, including systems for document management and retrieval. Promote knowledge sharing and institutional learning across departments and with development partners. Document major activities, capture lessons learned, and facilitate learning processes for adaptive management and policy refinement. Collaborate with national and international stakeholders to strengthen evidence generation and knowledge-sharing ecosystems.
Work Experience
Requires a minimum of seven years of progressive professional experience in knowledge management, policy analysis, research, institutional learning, or related fields. Demonstrated experience supporting senior government officials or international organizations is essential. Proven experience in producing strategic policy documents and managing knowledge systems is necessary. Experience with Nigerian government institutions is advantageous.
