Job Purpose
The Engineer's primary purpose is to provide technical leadership and expertise in the design, implementation, and oversight of community infrastructure and Quick Impact Projects (QIPs) within IOM CAR's stabilization portfolio. This role is crucial for promoting stability, extending state presence, and building community resilience in the Central African Republic. The Engineer will ensure that infrastructure interventions, such as rehabilitation and construction activities, align with IOM engineering standards, donor requirements, and national development plans. By conducting technical assessments, managing quality assurance, and coordinating with various stakeholders, the Engineer contributes directly to the provision of essential services, improved infrastructure, and enhanced social cohesion in recovering communities. The position ensures projects are conflict-sensitive, environmentally conscious, and community-driven, fostering local ownership and supporting broader migration management and durable solutions priorities. This role is vital for delivering tangible improvements that support the overall mission of IOM in CAR.
Responsibilities
The Engineer will lead the planning, design, and implementation of community infrastructure and Quick Impact Projects (QIPs), including rehabilitation and construction. This involves conducting technical assessments, site evaluations, and feasibility studies, then preparing and validating technical drawings, Bills of Quantities, cost estimates, and implementation plans in line with IOM standards. The role establishes and monitors quality assurance mechanisms, ensuring compliance with designs, timelines, and safety standards during construction and rehabilitation works. The Engineer will coordinate closely with procurement and programme teams, providing technical expertise for tendering, contractor selection, and contract management. Regular field visits are essential to monitor progress, identify challenges, and recommend corrective actions. The position also involves identifying and coordinating infrastructure interventions that contribute to stabilization objectives, such as restoring basic services and improving community access. Ensuring projects are conflict-sensitive, environmentally conscious, and community-driven is paramount. The Engineer will coordinate with local authorities, contractors, and partners, supporting the integration of labor-intensive approaches. Additionally, the role requires developing and maintaining tracking tools, providing technical contributions to reports and proposals, and offering technical leadership to staff and partners, ensuring consistent application of engineering standards and compliance with IOM and national regulations.
Work Experience
Required experience includes demonstrated expertise in emergency shelter programming, construction, or infrastructure development within humanitarian contexts. Experience with Non-Food Items (NFI) distribution and related logistics in disaster response settings is also necessary. Proficiency in engineering design tools like AutoCAD and SketchUp, along with project management software, is essential. Previous experience working in remote or similar contexts is desirable.
Skills
High-level written and oral communication. Demonstrated government and donor liaison. Strong understanding of UN and IOM Rules, Regulations, and practices (advantageous). Sound judgment, data analysis, and rapid decision-making for operational problems. Capacity to work effectively in high-pressure, rapidly changing environments. Solid computer skills, including MS Office (Excel, PowerPoint, Outlook).
