Job Purpose
The Programme Officer (Field Coordination) supports the implementation and field-level coordination of community stabilization activities in the Central African Republic. This role focuses on area-based interventions to strengthen social cohesion, support reintegration, enhance community resilience, and address drivers of instability. The position works closely with local authorities, communities, partners, and field teams to ensure effective delivery, monitoring, and operational coordination of stabilization activities, adhering to IOM policies, donor requirements, and conflict-sensitive approaches. The role is crucial for achieving IOM's stabilization and solutions-oriented priorities within the CAR.
Responsibilities
Oversee field-level implementation and daily management of community stabilization activities, developing detailed plans and ensuring coordination across teams. Manage the full project cycle, including planning, grants, partner coordination, monitoring, and reporting. Coordinate with implementing partners, contractors, and civil society for effective delivery and quality assurance. Establish and maintain relationships with government counterparts and community leaders to foster partnerships and local ownership. Liaise with support units (RMU, Procurement, HR, Security, Finance) for timely operational delivery and compliance. Lead the identification and analysis of operational challenges and implement context-sensitive solutions. Monitor project implementation against indicators, budgets, and timelines. Prepare regular programme updates, reports, and briefing notes. Conduct field visits to monitor progress, engage stakeholders, and provide guidance. Lead local coordination efforts with authorities and humanitarian actors for access and conflict-sensitive implementation. Analyze local conflict dynamics and displacement trends to inform programme adaptation. Identify programme development opportunities, conduct needs assessments, and support resource mobilization. Provide technical leadership and guidance to staff and partners on stabilization approaches.
Work Experience
Experience in programme management within complex environments. Strong technical expertise in stabilization, peacebuilding, and resilience programming. Experience with area-based and community-driven approaches. Background in programme design and strategic planning. Experience working across humanitarian and development contexts.
Skills
Recognized expertise in community stabilization, violence reduction, preventing violent extremism, local peacebuilding, or social cohesion. Outstanding verbal and written communication skills. Proven abilities in implementation and resource management (budgets, HR, procurement) for large-scale programming. Thorough understanding of donor processes and regulations. Knowledge of financial rules and regulations.
