Organizational Context
The International Organization for Migration (IOM) is a UN-related agency dedicated to promoting humane and orderly migration. In Iraq, IOM is working to strengthen migration governance and awareness. This role supports the integration of migration education modules into universities and vocational institutions, aligning with national efforts to promote safe migration and address irregular migration risks.
Job Purpose
This international consultancy aims to develop and integrate migration education modules within Iraq's higher education and vocational training systems. The purpose is to enhance institutional capacity to provide students with comprehensive knowledge on migration, including regular pathways, labor mobility, migrant rights, risks of irregular migration, and reintegration. The consultant will provide technical support for curriculum development, stakeholder coordination, and capacity building, ultimately strengthening national capacities for migration education and embedding migration governance into educational frameworks. The role is home-based in Iraq with travel to Baghdad.
Responsibilities
The consultant will be responsible for developing a comprehensive migration education curriculum package. This includes creating an Inception Report and Curriculum Module Framework, defining learning outcomes and delivery methods. Draft curriculum modules and facilitator guides will be developed, focusing on migration governance, labor rights, ethical recruitment, and regular migration pathways. A validation workshop will be conducted to gather stakeholder feedback, leading to a revised draft. Finally, a finalized, implementation-ready curriculum package in English will be submitted, including participant workbooks and finalized facilitator guides.
Work Experience
A minimum of 10 years of professional experience in curriculum design and development for adult learning, vocational training, or capacity-building programs is required. Demonstrated experience in developing educational content related to safe migration, labor migration, and reintegration is essential.
