Job Purpose
This Senior PSEA Associate role in Cambodia is vital for supporting and managing IOM's prevention of and response to sexual exploitation and abuse (PSEA) activities. As the in-country technical expert, the incumbent will work under the Chief of Mission's guidance to implement PSEA strategies, aligning with IOM's global approach and interagency frameworks. The purpose is to strengthen PSEA measures within country operations and programming, contributing to a safer environment for all individuals affected by migration and ensuring IOM upholds its zero-tolerance policy on SEA. This involves close coordination with internal units and external partners, including active participation in the interagency PSEA Network.
Responsibilities
The Senior PSEA Associate will coordinate PSEA efforts by developing an operational work plan, integrating PSEA into IOM's country strategy, programming, and risk management. This includes contributing to the interagency PSEA Network, supporting the development of Standard Operating Procedures, and establishing community-based complaint mechanisms. Prevention activities involve supporting SEA risk assessments, coordinating PSEA trainings for staff and partners, and developing communication strategies to raise awareness and disseminate key messages. In response, the role will support PSEA proposals, mainstream PSEA in programming, and contribute to reporting. This includes mapping and strengthening victim assistance pathways and assessing referrals in coordination with protection colleagues. The role also involves continuous communication of PSEA messages and mandatory reporting requirements.
Work Experience
Required experience includes work in sexual exploitation and abuse (PSEA), protection, child protection, gender-based violence, accountability to affected populations (AAP), gender mainstreaming, or humanitarian affairs. Strong coordination experience within the UN system and with interagency partners is essential. Experience in developing and facilitating PSEA trainings, conducting risk assessments, and creating communication materials is also necessary. The ability to work across diverse sectors, communicate effectively, develop policies and tools, and manage tasks under pressure is crucial.
Skills
Key skills include a strong understanding of IOM's PSEA institutional approach, strategies, policies, and regulations. Knowledge of the UN system and architecture is important. Proficiency in mainstreaming best practices and partnership models for effective coordination is required. The ability to maintain strict confidentiality when necessary is also a critical skill for this role.
