Job Purpose
The primary purpose of this consultant role is to significantly enhance the awareness and decision-making capabilities of potential and returning migrants in Pakistan. Through comprehensive career counselling sessions, the consultant will provide critical information on technical and vocational training opportunities, entrepreneurship support, micro-finance schemes, and established regular migration pathways for skilled workers. This initiative is designed to empower participants, enabling them to make well-informed choices regarding their skills development, employability prospects, and opportunities for overseas employment via legitimate and safe channels. A core contribution of this role involves deepening participants' understanding of current labour market demands, the array of government and private sector training programmes available, and the specific pathways for skill-based migration. Ultimately, this role directly supports the International Organization for Migration's (IOM) overarching goal of promoting safe, orderly, and regular migration, by equipping vulnerable communities, especially youth, with the essential knowledge and resources needed to secure improved economic opportunities and sustainable livelihoods.
Responsibilities
The consultant will undertake a series of critical responsibilities to ensure the effective delivery of career counselling services to potential and returning migrants. A primary duty involves the comprehensive development of all necessary session plans, engaging presentations, and relevant counselling materials. These resources must be meticulously prepared to effectively convey information on skills development opportunities, entrepreneurship support mechanisms, micro-finance schemes, and established regular migration pathways, ensuring clarity and accessibility for diverse audiences. Subsequently, the consultant will be responsible for the direct facilitation and delivery of a total of fifteen career counselling sessions. This includes conducting eight sessions within the initial two months of the contract, followed by an additional seven sessions in the subsequent two months. For each phase of sessions, the consultant is required to meticulously collect and submit pre and post-evaluation data to accurately assess the impact and effectiveness of the counselling. Furthermore, maintaining precise attendance sheets and providing detailed session reports are essential. Upon completion of all sessions, a comprehensive final report summarizing all activities, key findings, and recommendations will be submitted. These responsibilities collectively ensure the systematic planning, professional execution, and thorough evaluation of the entire counselling initiative.
Work Experience
Candidates should possess at least 3-5 years of professional experience in career counselling, labour migration, skills development, or youth engagement. Demonstrated experience in conducting trainings, counselling sessions, or community outreach activities is essential. Prior experience working with government institutions, migrants, youth, and vulnerable communities is considered a valuable asset.
Skills
Strong understanding of labour migration dynamics, skills development systems, and overseas employment processes in Pakistan. Familiarity with TVET programmes, employability initiatives, and entrepreneurship support mechanisms. Excellent communication, facilitation, and reporting skills.
