National Programme Officer
Organizational Context
IOM has been active in Papua New Guinea since 2001, addressing migration and mobility challenges. The organization operates across four strategic pillars: saving lives, driving displacement solutions, facilitating regular migration, and strengthening migration governance. This role, under the Chief of Mission and Emergency Management and Peacebuilding Coordinator, provides technical expertise in Disaster Risk Reduction/Management, Stabilization, and Peacebuilding.
Job Purpose
The National Programme Officer will provide essential day-to-day technical expertise and programme oversight in Disaster Risk Reduction/Management (DRR/M), Stabilization, and Peacebuilding within Papua New Guinea. This role is crucial for the design, planning, coordination, implementation, and monitoring of programme activities, ensuring high quality, accuracy, and consistency. The incumbent will support reporting, documentation, and stakeholder engagement, aligning all efforts with IOM's strategic objectives and donor requirements. The position contributes to IOM's mission of promoting humane and orderly migration and strengthening support for people on the move, particularly in addressing challenges related to displacement, climate change, and conflict.
Responsibilities
The National Programme Officer will oversee daily operations and activities in the New Guinea Islands, coordinating with field teams and Port Moresby Head Office to ensure coherent programme delivery. Responsibilities include monitoring progress against workplans, identifying implementation challenges, and ensuring responsiveness to local contexts. The role involves contributing field-based insights to programme design and adaptation, supporting the development of project proposals, and providing technical guidance and capacity-building to local communities and government counterparts. The officer will also contribute to reporting on displacement dynamics, facilitate stakeholder coordination, and support efficient logistical operations. Collaboration with government agencies, NGOs, and other partners is key to ensuring effective and sustainable community-driven solutions.
Work Experience
Required experience includes DRR/M, transition and recovery, peacebuilding, community development, and working with Internally Displaced Persons (IDPs). Knowledge of community stabilization, reintegration activities, and development issues is essential. Experience in designing and facilitating capacity-building events and training sessions for diverse audiences, as well as liaising with governmental authorities and national institutions, is also required. Experience in facilitating consultative meetings and collecting qualitative/quantitative data is advantageous.
Skills
Strong ability to collaborate effectively with government, INGOs, UN agencies, and the private sector in field locations in Papua New Guinea. Proven experience in designing capacity-building events and facilitating training sessions for various audiences.
