Resources Management Officer

Job Purpose
The Resources Management Officer plays a crucial role in overseeing and managing the financial and administrative operations of the Country Office. This position is vital for ensuring the efficient and effective utilization of resources, compliance with IOM regulations and donor agreements, and the safeguarding of organizational assets. The officer provides essential financial analysis, budget control, and support to project managers, contributing directly to the successful implementation of IOM's mission. By supervising human resources, procurement, logistics, and ICT functions, the role ensures that support services are robust and aligned with IOM standards, ultimately enabling the organization to better support people on the move and achieve its objectives in the region.
Responsibilities
The Resources Management Officer is responsible for comprehensive financial management, including expenditure oversight, financial analysis, and accountability for all Country Office activities. This includes forecasting cash flows, controlling disbursed funds, and ensuring compliance with donor agreements. The role involves preparing programme and budget reports, reviewing monthly accounts, and conducting variance analysis to prevent project deficits. Assistance is provided to project managers in budget preparation and ensuring compliance with IOM policies in administration, finance, and human resources. The officer also maintains internal controls to safeguard assets and prevent fraud, inspects payroll against budgets, and oversees Human Resources functions, including recruitment and personnel administration. Additionally, the role manages Supply Chain services, including procurement, fleet management, and premises maintenance, and liaises with legal and procurement units for agreement reviews. Supervision of ICT staff and training of local staff on administrative and financial procedures are also key duties. The officer may serve as Officer-in-Charge in the absence of the Chief of Mission and participates in UN coordination meetings.
Work Experience
Proven international experience at a professional level in a similar role is required, encompassing financial administration, accounting, and budgeting. Experience in human resources, procurement, and logistics is also necessary. Proficiency with an Enterprise Resource Planning system is needed. Experience in emergency operations, monitoring and evaluation, or audit is considered an advantage.
Skills
Ability to work collaboratively with government and international officials. Demonstrated capacity for independent action and sound judgment. Aptitude for working effectively under pressure. Proven ability to produce clear and concise reports. Knowledge of International Public Sector Accounting Standards (IPSAS) is advantageous. Familiarity with Oracle systems is highly desirable.
