Organizational Context
The International Organization for Migration (IOM), a UN-related organization established in 1951, promotes humane and orderly migration. This role, under the Chief of Mission and Head of Resource Management, operates within the Libya Country Office, coordinating with regional and headquarters' supply chain divisions to support IOM's mission in Libya.
Job Purpose
The Supply Chain Officer is responsible for overseeing all supply chain activities within the Libya Country Office and its sub-offices. This involves ensuring the timely and cost-effective delivery of quality goods and services to beneficiaries, in alignment with IOM's Supply Chain Management objectives. The role requires strategic planning, market analysis, and direct supervision of supply chain operations, including procurement, warehousing, transport, and logistics information management. The officer plays a crucial role in optimizing processes, identifying bottlenecks, and ensuring compliance with IOM's policies and regulations to support the organization's operational activities effectively.
Responsibilities
The Supply Chain Officer will conduct strategic planning for supply chain activities, collaborating with stakeholders and headquarters. Responsibilities include logistics capacity assessment, market research, and analyzing commodity trends. The role involves supervising and managing all supply chain tasks, including planning, budgeting, and provision of goods and services, and preparing progress reports. The officer will lead supply chain operations, covering procurement, warehousing, transport, fleet, assets, and facilities management, while providing guidance and training to staff. Optimizing processes to ensure timely and efficient delivery to beneficiaries is key. This includes reviewing procurement requests, managing vendor performance, soliciting bids, and overseeing the procurement process. The officer will also liaise with program management, ensure timely reporting, establish internal controls to safeguard assets, and monitor facility maintenance. Training and development of supply chain staff, and representing IOM in inter-agency meetings are also core duties.
Work Experience
Experience in managing diverse procurement and logistics operations is required. Demonstrated experience in training and managing large teams, as well as managing vendors and suppliers, is also necessary.
Skills
Extensive knowledge of IOM/UN internal procurement and financial rules, systems, and processes. Excellent computer literacy. Working knowledge of Oracle is an advantage.
